However, the narrative of the F.B.I. cut is less about how House Republicans utilized their narrow majority to slash the budget of an agency. They argue it has become overly aggressive. Instead, it’s an intriguing tale about how a solitary influential senator employed budgetary maneuvers to direct hundreds of millions of dollars to a single project in his state. However, he later witnessed his own party members slash the funding after his retirement.

The Core of the Reduction

The F.B.I. designated $654 million for reduction in its operating budget this year, assigning $622 million specifically to eliminate an outdated earmark. This earmark pertained to funding for construction at the bureau’s campus located at Redstone Arsenal in Huntsville, Ala. This funding had been inserted into the budget years ago by Senator Richard C. Shelby of Alabama, the renowned veteran of pork-barrel politics who retired in 2022 at the age of 88.

Actual Impact on the Budget

The actual reduction to the F.B.I.’s operating budget — mainly covering personnel and operations — amounted to approximately $32 million, or 0.3 percent.

Dissent within Republican Ranks

Ultraconservative Republicans, such as Representative Chip Roy of Texas, opposed the spending package this week, criticizing it for budgetary tricks. They cited the elimination of Mr. Shelby’s favored project as an example of how little his party had actually cut.
